COMMANDER OF THE COLOMBIA NAVY

VICE ADMIRAL JAVIER ALFONSO JAIME PINILLA

On August 25, 2026, he was appointed by the President of the Republic of Colombia as Commander of the Colombian Navy, assuming strategic leadership for the defense, security, and protection of Colombian Maritime Interests.

In his 38 years since joining the Navy, he has held military, administrative, academic, and operational planning positions, exercising command, advisory, instructional, and naval education responsibilities, as well as international representation roles.

In the field of naval operations, he served as Head of the Deck and Naval Air Support, and Electronic Warfare Divisions of the frigate ARC Caldas; Commander of the unit ARC Socorro; Communications Officer of the ARC Training Ship Gloria; Head of the Artillery and Missile, Anti-Submarine, and Navigation and Communications Divisions of the frigate ARC Independiente; and Executive Officer (Second Commander) of the patrol ship ARC José María García Toledo.

He also served as Head of the Armament Department of the multipurpose ship ARC Cartagena de Indias; Company Commander at the Naval School of Non-Commissioned Officers ARC Barranquilla; Commander of the Southern River Flotilla; Head of the Communications Department of the Southern Naval Force; Chief of the Statistics Division in the Directorate of Naval Operations of the Colombian Navy; Head of the Navy Operations Center; and Commander and Executive Officer of the ship ARC Cartagena de Indias.

At the institutional and senior management level, he served as an Advisor in the Permanent Advisory Office of the Navy Command and Adjutant General of the Navy Command. He was the Permanent Representative of Colombia to the International Maritime Organization (2018-2019). As a Flag Officer, he also held the positions of Director of the Naval Cadet School Almirante Padilla (2021-2022), Inspector General of the Navy (2023), Chief of Naval Instruction and Education (2024), and Commander of the Amazon Naval Force (2025).

Studies

He is professional in Naval Sciences and Naval Engineering, specializing in Electronics, from the Naval Cadet School Almirante Padilla. He holds diplomas in International Strategic and Prospective Planning and in Project Management, a Master's Degree in Organization Management from the University of Quebec at Chicoutimi and EAN University, and a Master's Degree in National Security and Defense. He also completed the Management Development Program and the Senior Business Management Program at INALDE Business School - Universidad de La Sabana. Additionally, he received the General Álvaro Valencia Tono award for his excellence in academic research.

Decorations and Recognitions

Among his decorations and recognitions are the Order of Naval Merit Almirante Padilla (Knight and Commander categories); Order of Military Merit Antonio Nariño (Officer category); Order of Merit Coronel Guillermo Fergusson; Francisco José de Caldas Military Medal (Consecration category); Distinguished Services to the Surface Force; Order of Military Merit José María Córdova; Distinguished Service Medals to the Colombian Navy and the Marine Corps; Fe in la Causa Military Medal; and the Medal for Logistical and Administrative Merit Rear Admiral Rafael Tono. He has also received the 15, 20, 25, and 30 Years of Service Medals; Order of Boyacá (Grand Officer category); Distinguished Services to Naval Aviation; Distinguished Services to the Naval Cadet School; as well as the Commander of Naval Force, Major Unit Afloat, and Sea Time command badges, and the Presidential Citation for the Military and Police Victory.
