This residual GAO is responsible for the criminal operations in this area of the department of Cauca, which generate anxiety in the inhabitants. The troops have demonstrated how houses and sanitary construction is used for the launch of unconventional explosive devices.
As a result of the permanent operation carried out by the troops of the Rapid Deployment Force No. 4, in the village of El Plateado, municipality of Argelia, in the south of the department of Cauca, and in response to the recent criminal acts carried out by the residual Carlos Patiño organized armed group, the troops of this military unit reinforce their deployment in order to protect the communities of the threat generated by this criminal structure.
Through the military operations, the troops have demonstrate how members of this GAO-r persist in committing serious violations of IHL, by continuing to use the houses in the urban area as launching points for improvised explosive devices that put the integrity of the inhabitants at maximum risk.
These individuals also occupy the sanitary constructions of the village that supplies water to the communities, as a kind of camp, from where unconventional explosives have in the same way been launched against the troops.
This serious violation of the principles of IHL, such as humanity and precaution established in the Geneva Conventions, in the same way constitutes a transgression to the Human rights with which this illegal armed group takes special protective goods as a shield.
Violations of IHL have in the same way been seen in previous months, with the numerous attacks committed by members of this criminal structure against the electric power substation of the village of El Mango, a unit that supplies electricity to the municipality of Argelia.
