The new Human Rights and IHL Information system purpose is to facilitate access to information in the various departments of the Defense Sector and contribute to a more efficient administration.
The system seeks to improve institutional management through the traceability of information, the generation of alerts, data analytics and support for evidence-based decision-making.
"If there is one thing that differentiates the Military Forces from criminals, it is that while criminals violate the law, we enforce it. Because being part of the Military Forces requires superior ethical behavior.” This was stated by the Minister of National Defense, Pedro Sánchez Suárez, during the presentation of the new Human Rights and International Humanitarian Law Monitoring Information System, which seeks to improve the management of denunciations of alleged violations of human rights and International Humanitarian Law by members of the Military Forces.
During the presentation of the System, Sánchez Suárez reported that, "the allegations, regarding alleged human rights violations by the Defense Sector, if we compare 2024 and 2025 were reduced by 41% in cases of the Military Forces. In-context interventions were reduced by 40% and last year we only had one denunciation about the use of UNDMO units, compared to 38 that we had about four or five years ago.”
The Minister in the same way highlighted the increase in the positive image of the Military Forces and the National Police, which reached favorability levels of 81.4% and 64.7% respectively, according to the latest favorability surveys. “the transparency index is one of the highest in the state sectors, 83%, and we have increased by 20 points over the last year. With this we leave a very heavy legacy to all of Colombia and especially those generations that will feel a more respectful Military Forces."
The development and implementation of this Information System was made possible thanks to the international cooperation agreement signed with the Embassy of the Kingdom of the Netherlands, called “Human Rights Governance to protect life and integrity in the territories”, and which aims to strengthen the follow-up, monitoring and analysis of denunciations related to alleged behaviors contrary to the mission of the Military Forces.
"We present a strategic capacity that strengthens legitimacy, a development for the monitoring of human rights and International Humanitarian Law. This system was born as a result of a joint effort conducted by the Human Rights and International Humanitarian Law Directorate of the Ministry of National Defense, the international cooperation of the Netherlands, the Military Forces and the National Police,” the minister highlighted.
The system presented today is an information system administered by the Ministry of National Defense and operated by the Human Rights and IHL Directorate, which does not replace investigative or disciplinary competencies, but strengthens administrative management through information traceability, alert generation, data analytics and decision support.
