This event took place in the frame of the offensive against deforestation and it is part of national security as an event aimed at working on situations such as the sowing of illicit plantations and illegal mining, which promote deforestation in Colombia.
The program Fe en Colombia of the National Army and the Social Development Group conducted the First Conference on Territorial Stabilization with Environmental Focus, which aimed to carry out dynamic exercises that contribute to the environmental approach of the program, thus strengthening the management, results and environmental responsibility in the processes that are carried out throughout the national territory to feed the territorial stabilization.

The conference counted on the participation of representatives of the government such as the Delegate of the Presidential Council for Stabilization and Consolidation, Carlos Caicedo, and the High National Security Adviser of Colombia, Rafael Guarín Cotrino, who during his speech stated:
"I must begin by thanking you for the work that you carry out every day throughout the national territory in areas of greater complexity due to problems of crime, illicit economies, situations of violence, among other situations. The Defense and Security Policy in the strategic areas of intervention seeks to generate the conditions of security and coexistence that preserve and strengthen national interests, the independence, sovereignty and unity of the State, while restoring and strengthening legality, promoting entrepreneurship, economic development which serve to build a society with equity with full recognition of Human Rights. There is where the Comprehensive Action comes in, it is a fundamental tool of strategic transformation based on identifying that the main threat to security in Colombia are the empty spaces of the institutional coverage".
In the same way, the event was framed within the scope of one of the pillars of the Government's Defense and Security Policy, which is the recognition of water, biodiversity and the environment as assets of interest and strategic resources of the nation. It covered issues such as: support to authorities with environmental competence in the framework of control of deforestation, creation of strategies to support territorial stabilization with environmental sustainability and differential approaches, social and population lines identification, formulation and monitoring of projects, international cooperation, etc.
