Press Release

The General Command of the Military Forces informs:

 

1.    In accordance with the guidelines set out in the Total Peace policy and taking into account the start of negotiations with the organized armed group ELN, the National Government has designated some members of the Military Forces as members of the Support Team and Observers to the Peace Process.

 

2.    The aforementioned team will be headed by Major General Hugo Alejandro L贸pez Barreto, officer of the National Army, Captain Roberto Bonilla Arias, officer of the Colombian Navy, Lieutenant Colonel Rodrigo Mezu Mina, officer of the Colombian Air Force and Major Isabel Cristina Ozuna Stockl, officer of the National Army.

 

3.    Major General Hugo Alejandro L贸pez Barreto, will in the same way be the Head of the technical subgroup. He is a professional in Military Sciences and has a Master in Security and National Defense. He has training in military teaching, he has been Commander of several military units including the Vulcano Task Force in Catatumbo, of the Comprehensive Action and Development Support Command where he led several social projects for the communities, the First Division of the National Army, of the Joint Command No.1 Caribbean and is currently the Director General of Military Health. He has more than 39 years of service.

 

4.    Captain Roberto Bonilla Arias, officer of the Colombian Navy, is a professional in Naval Sciences, specialist in Security and National Defense and Master in Strategic Thinking and Foresight. He is currently part of the Transition Support Directorate. He has more than 27 years of service.

 

5.    Lieutenant Colonel Rodrigo Mezu Mina is an Aeronautical Administrator, a specialist in National Security and Defense, a Master's degree in International Studies with an emphasis on Conflict and a Doctor of Political Science. He in the same way has an academic background in Disarmament, Demobilization and Reintegration at the Folke Bernadotte Academy in Stockholm. In addition, he completed the intensive course on Disarmament, Demobilization and Reintegration in Switzerland and attended the formation of the technical subgroup for the end of the conflict in 2014 in Cuba. He is currently the Director of Strength Support Training. He has about 28 years of service.

 

6.    For her part, Mayor Isabel Ozuna Stockl, is a lawyer and specialist in Human Rights, she has extensive international academic training, including the Ceasefire courses at the Military Academy in Oslo, Norway, Monitoring and Review Mechanism Monitor course at the UN School of Human Rights and Conducted International Humanitarian Law at the San Remo Institute, Italy. He has more than 15 years of service.

 

7.    These observer Officers, who have extensive experience in the armed conflict in Colombia and special knowledge about peace processes, among other functions, will be responsible for advising and verifying the guidelines that may be given during the negotiations conducted by the National Government and the organized armed group ELN.
