The General Command of the Military Forces, through the Sub-Directorate of the Institutional Legal Staff, is making progress in the process of promoting and strengthening the commitment to the implementation of the Human Rights Policy (UDHR) and International Humanitarian Law (IHL), promoted by the Ministry of National Defense.
This policy constitutes a fundamental guide to facilitate the fulfillment of the commitments signed by the Colombian State in the field of UDHR and IHL. Its implementation is based on the legal framework that regulates the operations of the Security and Defense sector, especially those of the Military Forces.
The strategy is carried out through eight lines of operation:
1- Education and training: Strengthen the knowledge of UDHR and IHL taught in the Training schools and update their contents within the educational process of the Military Forces.
2- Transformative communication: Promote effective and transparent communication in the field of UDHR and IHL.
3- Strengthening Zero tolerance of UDHR violations and violations of IHL: Strengthen prevention and follow-up operations within the framework of zero tolerance of violations of human rights and violations of IHL.
4- UDHR of the members of the Military Forces: Ensure that the members of the Military Forces enjoy their human rights and are protected conducting their function.
5- Strengthening of institutional resources in UDHR and IHL: Strengthening institutional resources in the field of UDHR and IHL for an effective implementation of the Policy, revising and updating the ministerial guidelines in this matter in terms of progressivity of commitments.
6- Social dialogue and inter-institutional coordination: Strengthen the activities of relations with the communities of the ethnic groups.
7- Gender approach: strengthen the operations of prevention, assistance and contribution to the eradication of gender-based violence and sexual violence.
8- Defense and State response before international organizations: Continue to support the defense and state response before international organizations defending UDHR
The Human Rights and IHL Policy of the Ministry of National Defense promoted by the General Command of the Military Forces reaffirms the commitment to the protection of fundamental rights, legality and respect for human dignity. Its implementation strengthens institutional legitimacy and promotes a more conscious, responsible Military Forces aligned with national and international human rights standards and the implementation of International Humanitarian Law.
